Reporting organizationally to the Director, Intelligence and C4, the Head of Risk Assessment and Analysis (Head of RAA) will lead a team for risk assessment and analysis in support of FIFA World Cup 2026β„’ (FWC2026). Working in collaboration with the internal and external partners of FWC2026, the Head of RAA provides insights to FIFA and partners by evaluating, assessing, and analysing risks to the World Cup and by preparing and disseminating analytical products which will assist in driving resource allocation. Mitigating risk and contributing to a safe and secure experience is foundational to the position. While fusing public and private intelligence, the Head of RAA will give context to the Intelligence eco-system and ensure that FIFA perspectives and intelligence inputs are shared with intelligence partners. FWC2026 seeks a person who is fluent in threat analysis and is prepared to implement an analytical methodology which is rooted in peer reviewed research. The Head of RAA will lead the training, development, and implementation of an analytical team who will innovate using the latest risk assessment tools and models to lead threat mitigation for football. In pursuit of this, the Head of RAA should possess extensive experience developing and teaching how analytical frameworks can be effectively deployed in an operational setting.

THE POSITION

The Head of Risk Asessment and Analysis will lead the development and implementation of all intelligence analysis and will thereby contribute to the safe delivery of FWC 2026. The role includes the following responsibilities:

β€’ Lead the training, development, and implementation of the analytical team.
β€’ Provide a research based analytical approach for intelligence analysis, which integrates international, geographic, historic and team specific input to aid in effectively deploying FIFA and partner resources across the domain.
β€’ Implement the intelligence dissemination and sharing strategies as defined by the Director of Intelligence and C4 to ensure a coordinated and measured approach reflecting the highest standards of safety, security, and key stakeholder engagement.
β€’ Help facilitate the coordination and communication functions of C4, specifically related to intelligence and analytical functions to ensure seamless coordination.
β€’ Collaborate with relevant departments and functional areas to integrate analysis into overall tournament planning.
β€’ Prepare regular reports on the status of the analytical team and capabilities for the Director of Intelligence and C4.

YOUR PROFILE

β€’ PhD or other research based doctoral degree. Engagement in law enforcement, security, analysis, policy development and formation. Extensive and demonstrated ability to teach, mentor and develop analysts capable of producing the highest quality products based on a peer reviewed and research based analytical framework. Delivers publishable written material.
β€’ Experience building and leading analytical teams in international environments while under significant international scrutiny.
β€’ Experience creating research based and peer reviewed analytical frameworks.
β€’ 10+ years law enforcement experience.
β€’ 10+ years teaching, training, and mentoring the use of research-based analysis.
β€’ 10+ years related to international relations.
β€’ 10+ years research on ethno-nationalist, religious, single issue, and other types of terrorism and political violence.
β€’ Significant track record producing published written material.
β€’ Deep knowledge of the intelligence cycle, fusion of intelligence and operations, integration of public/private stakeholders, and collaboration across interdisciplinary and multi-jurisdictional agencies and organizations.
β€’ Experience working in high-threat international theatres while working effectively with stakeholders at all levels and nationalities.
β€’ Deep understanding of threat and risk management and assessment.
β€’ Proven track-record in building and/or managing complex projects with multiple stakeholders for a high-profile organization.
β€’ Experience working in multicultural environments.
β€’ Fluent in English (written and spoken)
β€’ Additional languages are an asset (Spanish, in particular)
β€’ Experience living/working in multiple countries and cultures is an asset
β€’ Proficient in MS Office (Excel, Word, PowerPoint, Visio, and Project), planning software and online collaboration tools.
